Victoria In-Service Support Contract
For over 18 years, Babcock has been a long-standing partner of the Royal Canadian Navy as the Prime Contractor on the Victoria In-Service Support Contract (VISSC). Working side-by-side with the Canadian Government and their partners, we built and are delivering Canada’s only industry-led submarine sustainment enterprise.

Unmatched Expertise:
Through the VISSC, we have developed an unparalleled specialized workforce leading three extended docking work periods. Significant engineering activities have been completed on each vessel, including:
- Installation and integration of a Universal Modular Mast capability
- Integration of the Mk 48 MOD 7AT Torpedo Firing
- Design and implementation of a modern, scalable, and robust Submarine External Communications System

Establishing a Sovereign Supply Chain Capability:
Before the VISSC, Canada had no in-country supply chain capable of supporting a submarine sustainment enterprise. We have proudly led the development of a highly specialized and robust Canadian supply chain, while successfully transitioning significant elements of the submarine supply chain from overseas. The VISSC supply chain has delivered significant economic benefit to the Canadian economy and at the same time, has enabled the establishment and growth of a sovereign submarine sustainment capability.
