From coast to coast, Babcock Canada proudly supports several small and medium-sized Canadian companies to continue growing and leveraging long-term industrial and regional development within Canada. The Victoria In-Service Support Contract has an Industrial and Technological Benefits Policy. Under this policy, as a prime contractor on a major defence project, we are required to undertake business activities in Canada in an amount equal to contract value. This ensures a significant reinvestment into the Canadian economy.

Since 2008, Babcock Canada has been a trusted partner of the Royal Canadian Navy, delivering on the Victoria In-Service Support Contract (VISSC). Working collaboratively with the Canadian Submarine Sustainment Enterprise to deliver on VISSC, Babcock has become Canada’s undisputed leader in submarine in-service support.
VISSC is one of the largest naval in-service support contracts in Canada and includes comprehensive services from project management to deep maintenance for Canada’s fleet of four Victoria-Class submarines. Along with our Team Victoria-Class partners, Seaspan Victoria Shipyards and BMT, we provide unparalleled platform knowledge and a strong Canadian supply chain of over 450 suppliers.
We are proud to be a trusted partner of the Royal Canadian Navy, the federal government and Canada’s marine industry. We look forward to continuing to support Canada in delivering safe, highly capable submarines.
Workforce and skills development
We are proud to continually support the development of Canada’s next generation of engineers, technologists, and business leaders. This includes investing $200,000 annually in Indigenous skills development and training in the form of youth engagement in Science, Technology, Engineering, and Mathematics, bursaries and academic awards, Indigenous co-op student placements, and apprenticeships and internships.
Starting in 2024, Babcock will also offer a three-year apprenticeship for Aircraft Maintenance Engineers (AMEs). Hosted at our Manitoba sites, nine students will gain valuable experience supporting our aircraft fleet, and ultimately graduate as certified AMEs. This program will support the next generation of AMEs and contribute to the growth of the AME workforce in Manitoba and nationwide.
