Background

Maintaining a view of In-Service supportability and sustainability using established integrated logistics support/logistics support analysis standards, tools and techniques is extremely challenging and costly if performed regularly over the life cycle. Many customer and contractor organizations have limited resources and heavy workloads. Data availability and quality issues prevail and many competing demands conspire to defeat the intent to monitor in-service data, determine performance drivers, and take the necessary corrective action.

Solution

Babcock Canada, in collaboration with the Department of National Defence (DND), and leveraging experience of the Royal Australian Navy (RAN), have developed an In-Service supportability toolset and a collaborative enterprise-wide process that enables an objective identification and ranking of systems and equipment that are most vulnerable to the achievement of operational outputs. The solution, known as SureView™, which is an application included within Babcock’s iSupport360™ digital asset management suite of tools, draws together operational defects, usage rates, corrective/preventative maintenance, supply chain health and other readily available enterprise data to create a dynamic and insightful picture of the support management challenges across the Victoria-Class Submarine (VCS) fleet.

Result

The collaborative SureView™ working group for the VCS provides DND Life Cycle Material Managers the tools and data to justify engineering changes, material acquisition, and incremental evolution of system and equipment support solutions, while emphasizing Value for Money. Multiple initiatives, both purchasing and new project directives have arisen from or been supported by the SureView™ outputs. The tool enables the user to flexibly forecast performance based on equipment characteristics. This has measurably improved the ability of the Fleet Class Managers to deliver supportable platforms that meet the operational requirements of the Royal Canadian Navy. The entire enterprise has increased confidence, consistency and efficiency in the underlying decision making processes surrounding the support of complex assets – enabling limited resources to be targeted to deliver the most benefit. The tool’s flexibility enables the user to perform various levels of analyses on assets at the beginning, middle, and end of their life cycle. Depending on data availability, anywhere from simple trends and dashboards to complex forecasts and support plans can be demonstrated within the tool logic.

Below is an illustration of the SureView™ toolset. The application can be used to highlight deficiencies in various systems across a platform and help prioritize equipment upgrades. SureView™ identifies vulnerabilities early and drives identification of high-cost and work-effort candidates.
